A House panel today unanimously approved a bill that would make it easier for scholars and others to make use of orphan works. Rep. Zoe Lofgren, a California Democrat, said she would offer an amendment to remove the bill’s “dark archive” provision before the House Judiciary Committee votes on the issue.—-Andrea L. Foster
